
The polder development in the Province of DKI Jakarta has been increasing following periodical flooding, land subsidence, and climate change threats. In the Draft Spatial Plan of the Province of DKI Jakarta 2010-2030, it is projected that a total of 57 polders, including the already existing 31 polders, will be developed. Despite of long experiences in flood protection, a systematic approach to solve the requirements is still not really available. The technical problems are indicated by the unavailability of technical references about polder development followed by evidences of flooding in most of the polder areas. The management quality of the polders seems to be dependent on the quality of the operator. The objective of this research is to formulate a model to comprehensively integrate the aspects of urban polder development and management. It is supported by researches through reviews of existing polders, government policy, the government-private-community capacity in infrastructure financing.
